Precious register of the legislation of the Royal and Catholic Army under CHARETTE.
It opens with a Civil Regulation: "Nous général de l'armée royale et catholique, vivement pénétré des malheurs dont les fideles sujets de la Religion et du Roi sont les victimes, considerant que les ravages de l'ennemi du trône et de l'altel doivent moins exciter notre sensibilité que les désordres (enfans de l'anarchie) dont se rendre coupables plusieurs de ceux qui osent dire soutenir la même cause que nous, et que le défaut d'une administration civile a seul pu nous entraîner au mot que nous désirons anéantir"... 15 articles ordering the establishment of a council of administration in each parish to control the identity of soldiers and ensure the safety of the inhabitants; to collect fruit and grain "from patriots as well as from emigrated or detained royalists"; to collect a contribution "in money or grain" from those who do not fight in the war; to use the skins and hides of slaughtered animals to make shoes, and in the meantime "to make clogs using wood taken from patriots' estates", while avoiding their total destruction; to search for hidden clothing, and return removed objects to churches and private individuals; payments and purchases are to be made half in assignats, due to the scarcity of cash; inspectors are to be appointed, etc. Given at La Besilière en Legé on July 15, 1794, by Charette and the officers of his council.38 articles follow: the military council "shall be composed of the General, all the division chiefs, the major general and the general cavalry commander"; "The army shall be composed of twelve divisions, each of which shall be responsible for its own affairs"; "The military council shall be composed of the General, all the division chiefs, the major general and the general cavalry commander"; "The army shall be composed of twelve divisions, each of which shall be responsible for its own affairs". The army will be made up of twelve divisions"; composition of the divisions, etc.; medical service; "Each division will have two commissaires, one of whom will follow it and the other will remain "to pass on the bread"; soldiers' misconduct will be punished with 25 flat saber blows, those caught looting for the second time will be shot, etc.; organization of the cavalry. Given at Belleville on August 2, 1794 "l'an deuxieme du Regne de Louis dix sept".
Then comes the important Règlement général (p. 25-79), divided into 12 chapters, each comprising several articles, organizing administration, subsistence, hospitals, tallow and hides, representation of republicans and royalists, inheritance, life settlements, debts, currency, the judiciary and the police. Given at headquarters in Belleville, October 12, 1794.
Finally, the "Copie de l'arrêté pris au château de La Roche Boulogne par les Généraux réunis" on December 24, 1794, "l'an 2e du règne de Louis dix sept", "l'original signé des généraux le
chr de Charette, de Coueteux, Sapinaud, et du chr de Fleuriot".
Its plates are in disrepair.
