He sends to his colleagues a decree fixing the measures to be taken "for the safety of the port against the men of the Bagne; it is severe but the public Salvation depends at this moment on such measures. I am also sending you a copy of a letter [...] from the Commander of the Andromache"... He also worries about the worrying problem of supplying the port: "Think about the supplies": it is becoming very urgent to get some because they are quite insufficient...
