"The National Convention, after having heard the Committee of Public Safety, decrees that the losses which could have been suffered by the citizens in the explosion which has just taken place will be repaid to the expenses of the Republic and that the wounded citizens, the fathers, mothers, widows and children of those who would have been wounded, will have right to the same help as the parents of the defenders of the fatherland.
