Chief of staff, and soon to be governor of Madrid (which surrendered in March), Belliard speaks here of complaints against French officers and soldiers; SOULT wants the culprits severely punished. He worries about a requisition made in Madrid of flour and barley for Guadarama and l'Escurial; about rations supplied by Segovia; he points out that hunting is forbidden at l'Escurial and in all countries where there are French troops; he sets up the courier and estafette service.
