The author, a former secretary of Cabet, calls for the organization of various credit and solidarity institutions: a land bank, an agricultural and industrial bank, a labor bank, insurance funds, etc. The title bears this printed quotation in exergue: "There will be no more pauperism or proletariat, as soon as the public authorities firmly wish it.
